The School Education and Literacy Department (SE&LD), Government of Sindh (GoS), in a pioneering effort, has initiated the policy reform of Education Management Organizations (EMOs) in 2015 through which the management of selected public sector schools is being outsourced to reputable private sector organizations under Public-Private Partnership (PPP) mode. This reform supports the Government’s compliance with Article 25-A of the Constitution of Pakistan, and the ‘Sindh Right of Children to Free and Compulsory Education Act, 2013‘, which establishes a fundamental right and constitutional obligation on the Government of Sindh and SE&LD to provide free and quality education to all children aged 5-16 in the province of Sindh.
Under this initiative, credible Education Management Organizations (EMOs) from the private sector have been contracted to manage and operate newly constructed schools, built under the Sindh Basic Education Program (SBEP)- a collaboration between USAID and the Government of Sindh (GoS). This intervention aims to manage and improve the functioning and quality of public schools by introducing innovations, modernizing the education system, addressing management gaps, and upgrading school buildings and facilities. The EMOs work cooperatively with teachers, school staff, school management committees (SMCs),local communities, and SE&LD representatives.
To date, seven phases of procurement have been completed, and SE&LD has successfully handed over 106 USAID newly constructed and 105 grouped schools to eleven different Education Management Organizations (EMOs) across Sindh, including the districts of Khairpur, Sukkur, Dadu, Kamber-Shahdadkot, Kashmore-Kandhkot, Jacobabad, Larkana, Shikarpur, Ghotki and Karachi.
