The School Education & Literacy Department (SE&LD), Government of Sindh (GoS) aims to reintegrate out-of-school children into the formal educational system and enhance the literacy rate of the province. To achieve this goal, SE&LD has launched an initiative under the Non-Formal Education (NFE) Policy 2017, to establish Non-Formal Education (NFE) centers in areas with high numbers of out-of-school children.
Building on the success of Education Management Organizations (EMOs) reform, SE&LD aims to outsource NFE delivery service to Community Based Organizations (CBOs), Non- Profit Organizations (NGOs), Private Partners, and existing EMOs, through a Public-Private Partnership mechanism. The SE&LD presented this proposal at the 29th meeting of the PPP Policy Board. The PPP Policy Board approved a feasibility study for the NFE Project to explore possible PPP arrangements. The Feasibility Study is currently underway.
